No, he a Cybertronian robot that disguised itself by taking the form of a Volkswagen Beetle at some point in the 1980s. He's not actually a VW Beetle any more than he later became a Camaro

I remember the outrage when they made Bumblebee the Camaro Concept when Bee transformed into a VW Beetle in all other depictions before the first Transformer movie.......

Bumblebee has always been a VW beetle, hence the easter egg in the first movie where the Camaro was parked next to a yellow beetle. The camaro was just a Michael Bay sponsored by Chevy thing to begin with.
