Good memory, but that wasn't NHTSA. It was NBC and their Dateline show that rigged the fuel tanks with model rocket engines so the would ignite on impact. I still remember and have a VHS video of GM's top lawyer Harry Pierce absolutely slaying NBC in a press conference in a full on, Perry Mason style prosecution. It was priceless...
