headlight issues

I have what i assume is an hid kit that isnt equipped with high beams. Im up for inspection in texas so if anybody that knows can clarify what aftermarket lighting is legal, if any. Ive read that it has to be dot certified but in texas i believe that means nothing. When i turn on my high beams the lights just cut off. At this point i want to take it back to stock just to be done. I, however, wouldnt mind an led kit with hi/lo beams if theirs no risk of harassment from dps. Any suggestions or fixes would be greatly appreciated.

Yeh if you only have high beams on that's not gonna work, there are some kits that have a halogen high bulb with the hid bulb you can go that route
