Thats an awesome Camaro. I probably wouldn't have painted the wheels or added the airdam. Maybe a T2 Fasia on it.

That's exactly what I was thinking. I was like... are they just painted differently?

But then I realized that no, its actually a different style wheel entirely.

To be fair, I think it could be decent looking with some smaller wheels (the same on both sides as well ) and without the crazy front air dam.

I'm guessing that this is a tuner shop, I've seen this done before on there "house car", they want to show off what they are capable of doing to prospective customers, On one side they just painted/powdercoated the dish, the other they painted the wheel itself. They're just showing off their skills to lure in business.
