That looks quite similar to the Track Night In America (TNIA) tech paper. You basically have to tech yourself.

They do have specific requirements for "open top/convertible" cars tho.

I was more wondering about if a track license of some sort or seat time with a professional driver is required?

conversely, I took a Hurtz rental BMW to Nurburg (F1 track not the ring) just paid my entry fee and away you go. completely surprised there was no vehicle or driver check. BTW the next trip back to Germany Hurtz gave me a chevy van as a rental

Nope! No special racing/track license needed. Just your sorted out car and a proper helmet.
Track days are non-competitive events. Passing is done with point-by's or signals. No active competition.

When you sign up for a track day event, you will be asked about your on-track experience and classed into either "Novice", "Intermediate", and "Advanced".
They limit passing to only select areas on the track for novice driver groups.

Some events have seasoned drivers to ride-along with novice drivers for tips and advise.
