SO don't they have to sell all of them as used after they drive them around Indy?

a lot of people collect the festival cars, many are spoken for already. Doesn't matter if they are used or not, they will sell for what someone is willing to pay. This car did not sit on a lot somewhere, this car was used at the Indy 500, race watched around the world. Being 1 of 50 cars in this case, makes it more rare and collectable.

If they aren't registered then No.

The Festival Plates on them are valid through 5/31 only, so it is a sort of "temporary" registration for IMS purposes. I have seen the paperwork for it, but I forget what it is called. But GM still holds ownership & title to the cars.

I thought I read when researching mine that Festival Cars are sold to dealers at a lower invoice price. But that won't stop the dealer from saying they are "rare" and jacking the price up over MSRP to those that pay it...

I think they are classified as Program Cars. They can be sold as new up to a couple thousand miles I think, then they have to be sold as used cars.

Know by the Indiana BMV as a "Civic Event Plate."

If some go to a Car Auction place. Then they will be classified as used no matter what the mileage is.

Last year I bought my Camaro from the Used car lot at my dealership. It had only 32 miles on it!!!! Found out it had been at Walt Disney World. It was used as a show car at the GM Test Track in Epcot!! When the ride was shut down for renovations it was sent to Auction. Then my dealership picked it up. Days later I saw it on their website!! The rest is history!!
