shift boot collar stuck...

I'm in the process of changing out the stock rubber shift knob. However, the directions on here to remove the shifter boot collar to access the screw on the side of the shift knob is not working.

I'm pressing up and I'm pressing down, tried it both ways, while trying to rotate the collar counter-clockwise and it's not turning. I'm afraid if I use more force I might break it.

Are the little tabs inside the chrome collar supposed to retract when pressing it down while trying to rotate it off the shift knob or something?

It is just not budging no matter what I do.
