rear rotors stuck on parking brake

Parking brake cable broke at the front. Replaced with a new handle and still have no tension on handle. Now I am trying to get to adjustor behind rotor and looks as if brake is engaged just enough to keep rear rotors from being removed. Rotor will not spin is why I am assuming brake is keeping it on. Any ideas or tips?

Seems like if no tension on handle that there would be no tension on brakes . idk

Cable itself may be frozen(rusted). Try spraying cable with WD40 or any rust breaking solvent.
