Why didn't Chevy lower the 1LE?
So If lowering a gen5 Camaro is a performance improvement, why didn't the 1LE option include this change?

It still is a mass produced car that must be suitable for all types of roads across America.

Lowering isn't a universal performance improvement. If you get too low, you have issues bottoming out a high-performance street car. If you have a high-performance Indy car, that's different, but the Camaro has to have good ride quality on the street.
If you want lowering, find a spring with a matching spring rate that's a little lower. I think Pedders has them.
