Starter Bolt
So I know I'm missing a starter bolt... but is there anything else supposed to be beside it?

No, nothing goes there. That hole is used to hold wires out of the way with a retaining device such as a zip tie. You can also tell nothing has been bolted there because you can't see where a bolt head rubbed on it like you can the starter bolt holes
