fender liner help?

My 2014 SS driver front left fender liner is loose and where the clips go into on the lower part right by the bumper the brackets are broken and also in the center top of the liner the bolt is missing so I recently just bought the fender liner bolt, anyone experience this issue before? I’m going to get a new front bumper for my car so I’m wondering will that put a new bracket for the clips or will I just have to glue it back together still? The liner is still holding so I’m wondering if putting that bolt in the top should hold it in place better, I just don’t want it to come off and cause damage.
