I confirmed that the problem is in fact the harness. When I move the connection between the harness and the green headlamp connection, it goes on or off, depending on where I move it

Idk if I should just leave it as is and wiggle the harness back to position when needed or replace the wiring harness, which would probably require removal of the front fascia (not in the mood to do that).

Update: I replaced the harness with a brand new harness a few months ago. The flicker at startup is still there sometimes, but there has not been a situation where the projector or projector and halo completely goes out.. The issue continues to be on the driver's side headlamp.
