I've used Adam's wheel cleaner. That always worked no matter how bad the dust was. Just agitate it with a brush, rinse off and dry.

TUGA Devil Special Wheel Cleaner
A better wheel cleaner for heavy brake dust doesn't exist.

It also depends on the quality of the pad.

Adam's Wheel Cleaner will break down the brake dust, making it much easier to remove. If you'd like to make the wheels even easier to clean, and keep clean Adam's also has a wheel specific kit to Ceramic Coat the wheels. Brake dust, and other contaminants have a tough time sticking to a Ceramic Coating.

Adams Wheel cleaner does work pretty good on brake dust.

I've used Meguiars, Chemical Guys, Adams, Sonax (2nd best), 3D BDX, Carpro Iron X, Carpro Trix, Griots, and Poorboys World.
None of them can do this without agitation, none stick to the wheels for as long, and most are acidic, while TUGA Devil is not.

r1 concept ceramics will be replacing r1 oem spec pads - they have only been on for a few months but its impossible to keep clean.

The Hawks Ceramic pads have done very well on minimizing dust and still providing very good braking and quiet.
