Fitment question

Is it possible to run a 245 45 20 on a 9.5 wheel. I've gotten yes and no answers

From checking www.tirerack.com, it looks like 9.5" is widest wheel that they say will work w/245 width tires, so it should fit but is on the edge (hence why you may have gotten both yes and no answers).
However, note that 8.5" is a better fit for 245's, should be lighter weight, and there should be plenty of 8.5" x 20" wheels available to pick from (either from owners selling takes offs, wheel web sites,...).

Also - did you mean 245/40/20 ? That is stock Camaro tire size- 245/45/20 would be 3.6% taller in diameter.

Yes, but it's a bad idea, even if you love the stretched look, the Camaro is a real sports car, why nerf it down like that.

BatMobileLT1 is also making a salient point; assuming that it isn't a typo and you actually want more sidewall to offset the crappy ride quality of runflat tires, you'll be much better off sticking with the factory 40 aspect ratio and get better non-runflat tires instead.

The 245 section width on a 9.5" rim width is no problem at all. As Batmobile wrote, though, you need an aspect ratio of 40 instead of 45 because the 45 will give you a 28.7" tire diameter and that is too tall for proper fitment on these cars.
