It goes over the quad tips, it's for the ZL1 rear diffuser but I never purchased it at the time but I got a good deal on here I couldn't pass up. I just gotta get the driver side so i can complete it. It keeps the exhaust from melting the diffuser if the tips are to close.

Haven't heared any bad reviews from the throttle controller . With the cut out id go with headers first more power gain.
