The link from the OP worked for me. You must be on a desktop computer. I got the same "whoops could not find this page"when trying from my phone.
After clicking the link when on my desktop, the page loaded and the promotion code was automatically filled with CHEVY1YR. They sent me an email with the username and login. Just did it now and worked fine.

That's only free for those who never had Xm radio before right?
 Cause I had it (paid for) but after it expired I never renewed. Was just wondering if that mattered thxs !
