Matte is tricky to get done correctly hence costly. Someone here had their car wrapped in some nearly indestructible wrap and it cost him $5000.

I sanded down my truck to bare metal and painted it matte black about 6 years ago (back before everyone was doing it lol)
Took about 3 months of working on it every weekend (an entire summer) but it turned out pretty good. Took the fenders off, bed off, shaved badges, whole thing. My dad and I did it all in our driveway and then assembled a huge ass tent and painted it with a paint gun hooked up to a compressor and everything. Was one of those fun summer with dad things. But I can really see why a full paint job costs so much. There was so much work involved.

I can't speak to the information you have been given but it is possible that the people you spoke to were unclear on what you meant...as you're not powder coating any part that can't be excited electrostatically.

Just get it plastidipped. It's cheaper and easily reversible (literally peals off). And u will get that matte finish

It is possible to powder coat an entire car. It would need to be stripped. But I'm sure that is not what the OP is looking to do.

If the car was made entirely of metal, technically speaking it would be possible. But the pretty much every modern car has plastic on it, so therefore you can not powder coat the entire car.
