2 Tone Photoshop Request

First time requester so I apologize if I give bad picture examples or a poor description.

The color that I ordered is Cyber Gray Metallic and I was wanting to do a 2 Tone sort of..

I want the top half to be Cyber Gray Metallic.. middle section Blue.. then the very bottom (like ground effects) the Cyber gray. Then have some sort of Cyber Gray Metallic jagged brush marks in the blue area.

Example of color locations (minus the orange stripe):

Example of Jagged Brush Marks:

Any thing would be very helpful!

i'd have to pass on the pace car thing...

just trying to show a guy visually what i've been explaining to him since he'll most likely be painting the car for me.
