Florida, we have ricers running around with full red and blue flashing under glow, on the highways, while racing simultaneously. A camaro with some chopped cats is the least of law enforcements concerns! (no emissions either)

I don't know what state would be better, but I know which state would rank among the worst in terms of 'legal' mods. :(

I think VA would love it if everybody drove the same exact car! Different colors of course.

This. VA is a major PITA when it comes to vehicle mods. Your not suppost to have anything other than oem... if a cop wanted im pretty sure he could write you for wheels that arent factory.

In Maryland emissions is only checked in some counties, Talbot, Caroline, Dorchester, Somerset, and Worcester County are emissions free due to the low population and farming community. I live in one of those emission free counties, Lucky me!!!!!

I'll have to agree with Florida. No font plates here the weather is decent in the winter can be hell in the summer depending on where your at. Only real down side here is hurricanes. But we do have Sebring and it seems there are quite a few other tracks as well.

Arkansas. We have no safety checks, inspections, laws on mods or smog crap; lots of curvy roads that are fun to play on; little or no snow; and you get stared at EVERYWHERE in a Camaro.

MD sucks for about a 1000 different reasons...automobile inspections are but a tiny portion of them (others include concealed carry/gun laws, castle doctrine, illegal immigrant sanctuary laws, traffic, crime, etc).

I have had moded cars all my life , never had a problem here in VA, plus, no emissions testing.

Michigan is the best I know of. I had a 70 SS396 Chevelle that would not pass emissions in Illinois in the 90's. It was because I now had a 427 in it. Moved to Michigan.....no emissions testing. Worked for me.

No emissions tests here in New Mexico except at the state capital. Its great.
