You can use freeware called GIMP. If you like it, then go buy PS.

Also PS has a 30 day trial, google for 'photoshop trial download'.

Making good photoshops also takes a lot (and I mean A LOT) of practice, so don't buy the software unless you are really serious about making photoshops.

In fact, unless you are planning on doing it for monetary gain (like trying to get a job in a design studio) I would suggest just getting one of the freeware programs like Gimp (what I use) or paint.net - spending 200+ on photoshop would be completely unnecessary.
