What is this?

I'm putting sound dampening in my trunk right now, and I noticed this thing on both sides of the car. the one on the passenger side is loose and I can’t get it to stay in like the one on the driver side.

It covers a hole to the outside of the vehicle. Its meant to allow air to blow threw it when you close the trunk. If the air has no where to go, you would have to slam the trunk then. But its designed with those rubber flaps so water and air don't blow into the trunk. Air only blows to the outside, when the lid is being closed.

But it should snap into the hole opening. There should be tabs on it, you may have to bend them out a bit so they overlap the hole opening when you snap them in.

I can move the tabs so it will stay in there but it’s not very secure, and when the music is playing it shakes and makes a noise

You could always take it out and then run a bead of window urethane around the edge of it. Then press it back into the opening. The next day, when the urethane is dry, it won't move or rattle. But you won't be able to move it again without breaking it. That window urethane is very strong. But since there is no reason to move it......thats what I would.

I don't know if wal-mart will have it, but any local auto parts store should.

Personally I would take it to the dealer and have it replaced under warranty. By the way it is called a PRV. Pressure relief valve.

Hmmmm....maybe thats whats been rattling in the back of my car for a while now. I'll have to dig in and find it. Personally I'd just use a bit of clear silicone caulk around it. It will hold it but its not so permanent that you can't ever remove it. And cheap too.

Go to your local NAPA store and buy a box of "Strip Caulk" made by 3m. Remove the vent and place a strip all the way around the seal on the vent. Make sure its clean and the hole edge is clean and replace vent in hole. It will stick in place and still be removable/reusable.
EDIT...Its important to maintain the seal on the vent. Ive fixed alot of water leaks because of these.
