What tint laws attempt to do makes a lot of sense. They're concerned with striking some sort of balance between daytime and night time/inclement weather needs, as well as physical safety for LEOs. Satisfying individual desires for privacy or appearance is irrelevant legally as well as for the physics of it all.
Tint may appear to be darker looking in than it does looking out, but that's mostly because when you're looking from the dark side toward the bright side there's more light coming at you to start with (guess what happens at night ???) Glass curvature may be a factor as well. Control of brightness and heat gain to the interior is begging for a solution like those photochromic glasses that automatically adjust to ambient light. IOW, as dark or as light as needed. Norm
