A parking brake added to parking in gear decreases the chance of the vehicle rolling.
I have seen vehicles roll down hills hours after they were parked. Temperature change or humidity, air pressure, disturbance in the soil? I don't know, but I have seen it.

Are you willing to stand in front of a car when someone smacks it from behind when parked in gear with no brake on? It's pretty much guaranteed you won't know to which direction to run.

A parking brake is a tool. You use it, it wears out, you replace it.
Sometimes you sacrifice a tool to prevent injury or property damage. Or just get a job done.

The insurance will only chase them to the rabbit hole. Once they slink down the hole there is no more chasing them.
It costs more than it is worth. They get a vacation in the Bahamas, you get to pay for it.
It turns into a "cut your losses" scenario.
Which never favors the plaintiff.

Someone who can afford the loss gets shafted (the owner). Someone who can't afford the loss gets rewarded (the inspection).

It's a **** You, try and beat the money out of me, scenario.
