Its a black 96 neon hood and trunk/spoiler. (i bought just those parts for my red neon) the spoiler and the hood have these white rustlike spots on them .. when i rub it this powder comes off.. but theres black underneath it but dull not glossy, how do i remove the white rust and restore the glossy look
