My only guess would be a gang reference,

Even then I have no idea how it's sexually offensive, there's no slang I know that involves 14 and LE that's widely known here.

I received a notice today from california dmv stating it was offensive and wouldn't be permitted. I understand they have their rules but I'm curious how is that considered offensive? Maybe I am missing something?
14 1LE:

One for One , Law Enforcement. It can be seen as a threat.

Implies you have a grudge over a dead buddy and you blame the cops and you're gonna get even.

I wanted FRKNSWT, (freaking sweet) but got denied. Ended up with CAMD SS but it had to be evaluated. My dad ordered SWT 6T9 for his 69 Camaro, and it took them 2 months to OK it. He called them to find out what the hold up was and they said they typically will not OK anything having to do with 69, for obvious reasons. He said it going on a 69 Camaro, and a week later, they approved it. Its just retarded how stupid people can be, to be offended by a stupid license plate. Even if your plate said, H8WHTPPL, I wouldnt be offended, Id laugh. Too many damn liberal people here.

In the late seventies a guy in my area of San Diego (Kearny Mesa) had a Corvette with "8 INCHES" on his plate. I never knew where he lived, but wanted to paint a yellow decimal point in front of the 8 and see if he'd drive it for a while that way. Don't think that plate would fly these days.

Maybe it was taken and they checked the wrong box...? That's the only thing I can think of. :/

Mine was rejected.

My initials, DBD and SS for obvious reasons (I could only have 5 characters)

DBDSS
They said BDSS was "badass"
So stupid

Even though they may be available you wont know if your request has been approved until you send the money, and wait till you get an approval and then the plates will be ready for pick-up.

I know. I wasn't sure I was going to get mine, SS PNTHR, as I was thinking the DMV was going to interpet it as something to do with the Waffen SS and the Panther tank or the black panthers. I think that my suggestions with SS added to the op's original idea may break up this unknown cryptic, offensive meaning.

I tried these, one was rejected because it was too long, I don't know why they rejected the other.

14 1LE- Its possible they read it as "ONE FOR ONE LAY"- not seeing the 14 as together, but separate numbers... and LE as "LAY" due to the pronunciation of the "E" as "A"...Just my thought as to why they would say it was sexually in nature.

You are going on the mistaken assumption that they can think.
