There are a fair number of choices if you are looking for new cars, so long as you don't need a V8. If you do, the choices are esentially limited to a discounted Mustang GT. I don't think anyone will be putting 5-6 grand on the hood of a new G8 GT or Charger/Challenger R/T. If you want to go used, it opens up a lot more.
The one that barely out performs the V6 costs a little less than an SS. I don't know of any that are close to the SS.

The only fast New car at $25k I know of is a WRX or MS3 (bit slower but cheaper). If you are looking 1-2 years old you should have some options, GTO is good, Mustang GT, G8 GT...
