I had the front bumper replaced and a week later this was sticking out of the wheel well liner, what the heck is it? It looks like it's made out an inch thick fibrous material and is about 2 foot long.

Looks like fender stuffing to me. Usually find this stuff between the fender and body, near the doors.

I did not see your picture but I believe the piece your referring to is the fiberous material and is an insulator barrier there to perform two functions, reduces the sound from quarter panel and reduces wind from hitting door jam from wheel well area which also causes noise.
Several years ago I had the same problem and I went to the dealer and looked at new and used cars and half of them have fallen over or folded in half in the models that I saw. they do that typically in part because when they use pressure air nossels at car washes in the door jams they get moved in the cavity easily. they are made real flimsey
So here is an easy and permanent fix to the problem.
Go to home depot and buy a package of that charcoal foam 1/2 inch flooring that they sell 4 to a package to piece togethor. Take one piece and trace the old thin fiber shape with a sharpie on it. make 2 for each side. cut them out with a razor. Glue two of them togethor and let them dry. now you have a piece i inch thick and it will never fall out again . Your new insulator will not fall over and stay in the cavity to perform its function correctly. it will aslo keep your door jam alot cleaner. It will withstand the air pressure from car wash nozzles an not blow over.
Remember when you cut, error on the side of cutting on the outside of the lines make it bigger, it will compress.
DO NOT try and install it from the door jam side. You need to go through the wheel well side and push it through to the end. Use a small stick like a wooden yardstick if your arms are to big to fit.
