I tried the fuse pull and kept them out right at 24hrs. No difference at all. With traction control off i get the tires to break loose in first, nothing in 2nd.

In stabili trak mode, get about wheel spin about half way through first.

Stabili trak has very odd shift points compared to just having traction control off.

My car doesn't fell anywhere close to 400hp. I am heading down to the dyno Tue to get a stock baseline before I do anything to see what it has.

Kinda wondering. It does feel slow.

If you did the fuse pull and are certain you have a full tank of high octane, then maybe something else is wrong.

TIME IT. See what you get. Only way you're gonna know.

i have a ?.... with all restrictions turned off, if i put the pedal to the floor should i be breaking the back wheels free? even if just for a second? so far, ive yet to get any wheel spin at all from a dead stop...

PQ, what kind of 0 - 60 time or 0 - 90 time should I be lookin for?

I was about to tell you to get your car dynoed, but you're already working on that. The dyno or a good 1/4 mile track are the best ways to see how your car is running.
Your L99 should dyno in the 315-330 rwhp range depending on the dyno and conditions.
Also ask the dyno operator what most stock L99 Camaro's usually dyno on that dyno.
Because not all dyno's are the same (even corrected numbers on Dynojets). On one of the dynojets we have here in my town, stock L99s make around 320 rwhp (max). While some other dyno's are showing around 330 rwhp. So its good to ask and find out what the other stock Camaro's make on that dyno.

In the cool air if you're getting your wheels to grip then you should be looking at around 5 flat or better 0-60. If you're car is on the low fuel table and need to pull the fuses you'll see your times around 6+ secs. I averaged around 6.1 0-60 for 3 months until I pulled the fuses. Then I had a best of 4.9 in the heat. If your wheels are spinning like crazy obviously you'll have slower times but if you're not better than 5.5, you got a problem.

Do it a bunch of times to get an average.

Yes you should. Especially in this cool wether. If your easing the throttle at all, you may just simply be gripping like you should. But if you are at a dead stop and nail it to the floor, your wheels shoud spin. Even with the Pirrelis.
