What is going on in this photo?

Is that a spot where something like a rock has hit the plasti-dip?

How difficult is it to "repair" something like that?

"plasti-dip" and "professional" just seem like two words not belonging in the same sentence.

I guess I have to refrain from comment because I'm sure there are some that like that sorta thing.

But... wouldn't it make more sense to just use satin-finish paint? That's got to be easier for maintenance and more durable than plasti-dip.
