Offset and wheel size

wheel guys I have a question for you. What would be the difference between me having a 11” wheel with +11mm offset vs having a 9” wheel with +15 offset?

9" wheel is 21.4mm further from suspension (inside) and 29.4mm further from the fender (outside).
