Defective tire???
Tires have only been driven on once. They are Phoenix front runners (bias ply). What would cause this pimple (pot hole the one time I drove???) looking thing and why do they look like they are dry rotting when they are kept inside? Are they safe to drive on??? Would only be used at the track.

Looks like there's stress and a crease on the sidewall and that bump doesn't look good at all. There's internal damage looks like...
I also don't think that's safe to drive on. |

Notice the difference in the surface of the side wall between the first pic and the second one. Very telling...

The great thing is that you caught this before it became a more serious issue. Now all you have to do is replace em.
