Is the back where it meets the windshield, flush with the fender?

Based on the picture and what you've said, sounds like the hood might be slightly warped. Given that you said it's low at the rear (near the windshield) you could try putting a thin shim between the hood and the right hood hinge; just thick enough to bring the rear up flush with the fender. This should push the front down so that, with some adjustment on the front rubber spacers, it will be flush with the front part of the fender/front bumper.

Should I just use washers for shims?

I would use a shim cut to the same size as the hinge part that bolts to hood. This would ensure the hood still has good solid support from the hinge; using washers would leave gaps between the hood and the hinge which could cause problems/damage down the road
{Added} In addition to being functionally better, a shim would look better, you could paint it (the edges) to match the hinge and it would barely noticeable. Using washers would result in a noticeable gap/space between the hood & hinge.

There is a bolt on the hinge with a rubber snubber over it. Take that off and adjust with a 7 mm wrench. No Shims necessary there. The front you can shim with washers to bring it up even with the hood. Call me if you need any further help
