looks like i found the car. It was owned by someone that goes by the name "Cory" aka SpeedDemon717 on Instagram and YouTube. Here's a video from Diablo Formula Racing finishing the setup on the ice tank on the car. Looks as if he's gone dark on social media though

From what I've seen online of builds from there, I'd personally steer clear of this car. Or at least go over it with a very fine-toothed comb (including the build, tune, and plumbing and wiring) and assume you will need to shore up some stuff.
