Is it possible? Cam & Crank…

Working on 2010 3.6L Camaro Engine.

I’m concerned about the cams not being in sync when trying to get the timing back aligned.
After numerous times of rotating the crankshaft.. still not aligning.
This is on passenger side bank.

Driver side aligns correct. both flats in up position.

Question? is there a way to manually get cams back aligned?
Or, is this a head problem?

I’ve done timing job before on this car, but don’t quite remember the cams being out of sync like this. First time was pretty simple.
