stripped bolt head and loctite woes

I tried to install my new Wind Restricter last night. It seemed so easy. Just loosen the tonneau cover hold down bolts. With alot of effort I got the drivers side loose but not enough. I went to the other side and promptly stripped the head. After that I pulled the top panel off so I could see the other side. There is green colored loctite on the nuts and threads. I'm not familiar with green. Does anyone have any suggestions on how to get these nuts and bolts loose? Is there a tool that can grab a stripped allen head?
