So the ECU is controlling the ground side of the of the relay. Since this happened shortly after the transmission was out, I would start with checking the orange wire for damage. I might would also try grounding it to see if it activates.

reverse lock out

Thanks for all the help everyone. Problem seems to be fixed. When i went out in the shop today all i did was unhook the ground on the battery for a minute or so then hooked it back up, installed the solenoid and connected the plug and it works fine now. Thanks again Mike

Nice. yea all the reading I did about it, seems everyone just had a loose electrical connector, not seated all the way. Or some had a leaky solenoid, which replacement fixed.
