When I changed my steering wheel I too messed up clock spring. It's a bitch trying to find the correct dial in so after several unsuccessful attempts I bought a new spring. I did not get it professionally installed and it worked. So I'm not sure a mechanic special tool is needed. Maybe I just got lucky on my re-install I don't know.
