When the fan is off, the right dial is also off. The heat is just natural convection due to it being hot in the engine bay and the air intake catching air due to the car moving.

It is crazy isn't it?

When I use to drive my 69 year round I never needed the heater during the winter.

Just need to make sure you close them off.

Press the recirculate button with fan off and the heat will stop coming through the vents. You'll have to do this every time you start the car because the setting isn't held across starts.
