Scotty D----I believe that the mounting kit for the front splitter came as a separate item, GM# 22924902, but it has been discontinued. You might want to see if anyone here has an extra one of those kits, or if one pops up on Ebay.

mine did when i bought it few years, came with template and hardware.

I think you are referring to the wicker bill--the front splitter doesn't need a template for installation.
