Wierd issue after new tires....

So I switched tires last year in October but only put on a few hundred miles since than. I had stock 20s rims and took off the pzeros since they were shot for a new set of general gmaxx in stock size for the winter here on north east. Well my issue began shortly after install, I have a wobble in the steering wheel left to right. Nothing in brake pedal and it seems to be random. It will begin at 45mph and go away around 58. But the strange thing is sometimes I won't have a wobble at all. I first thought it was a balance issue but now I swapped out rims for new FR41s 20x10 all around. 2 Brand new tires again and new balance job. Also had a wheel alignment today but still had the wobble around 48 mph. If I remove hands off steering wheel you can actually see the wheel bouncing left to right.

Btw tire pressure on all tires are at 42. I will check rotors this weekend.
