CAFE
Maybe Chevrolet would like to offer a sub $50k 1LE+ with an LS7 but simply could not considering CAFE requirements. Sales would be too high requiring the sale of too many other higher mileage variants. By offering something more special (and expensive) sales would be more aligned with CAFE requirements. Don't get me wrong, I believe the Z28 is going to be one of the best Camaros to date, but many of us would also consider something less special, but with the LS7.

I think the LS7 availability alone will limit sales not just price. Everyone keeps suggesting sales will not be limited. If sales are limited by LS7 availability then GM would correct in adding even more special content and then simply pricing accordingly.

CAFE is built on an average of the fleet. With LS7s in 1LE camaros, it WOULD affect the averages. Thats why they couldnt do it. THing is, GM CAN make vehicles get better mpgs than they are currently. If they did that, then the LS7 wouldnt be a task to include in the fleet.
