black wheels lookin crappy :( what to do

ok, I have cordon cr1 gloss black wheels. over time they are not lookin nearly as good as they did. I have never used wheel cleaner on them, however they have gone some time between cleaning at points. I do use wheel woolies and soap, and then finish with armor all wheel protectant. that used to make them look pretty good again. but now that doesn't seem to work either. the wheels have some fading, and some streaks (as if there was something on them - but there wasn't)...what can I do to get my babies looking good and shine again!

What about some polish? They are painted, correct? Treat them like you would your paint.

Clay bar and some sealant might bring some life back to them
