Haven't even opened the box so I don't know. Original owner was not in California, not sure if that affects it.

It should not but it should have come with it. For people in CA, we need it. That's the only reason I would buy this.

I'll check tonight, just didn't want to have to crack open the box. I wonder if a replacement could be requested from ARH.
