Not so much by creating down force like a spoiler, but a relief of under hood pressures and some "up-force" by letting the air that get shoved through the radiator escape out the top of the engine bay, rather than being forced down below the vehicle.
You'll see many LeMans cars (Like the C6.R Corvettes, for example) have a HUGE heat extractor vent in their hoods that deflect almost
all of the air from the radiator out over the top of the car. This is the same idea to a much milder extent for the Z28s purpose as a badass street car.
