I bought mine for $180 CAN then got the paint (aqua blue) and painted myself along with bowties, and have some touchup paint left. Easy to install yourself.

Yes,
this one has had me going to. I have talked to several of my local dealerships parts department and we've tried to get a commit from GM on the IBM, but no one will. So, I am at the same point. Do I order black and try the contrast (don't think it would be bad if they were matte black) or have them painted which appears to be around 120.00 for the set...putting my investment at around 320.00. I could put half a clear bra on for that... from what I've read about chips on the gills, I think at this point for me, they are a must have.

$270 is outrageous to paint 4 splashguards. I had an estimate of $300 to paint my Razzi ground effects and rear spoiler. I thought that was too much and did it myself for $250 with paint leftover.

ordered mine (black) from someplace in NC, can't remember the website name. paid around 160. dealer installed them yesterday for 70 bucks.

Get some quotes from some body shops - you should be able to find a lower price.

My dealer just painted mine ABM for $100. Then they wanted another $100 to mount them for me......since the car was there having other "punch" list items corrected I decided to let them do it. So I bought them for $165 from GM directly and then had them painted and mounted for a total of $365.00. Expensive but hopefully they'll eliminate paint chips.

just called 2 dealers one told me 348 and another told me 525 joke to get them for IBM but the splash guards are needed

AFAIK you cannot get flat black. When I was looking into this as well I called the parts dept. and the guy there wanted to know if you could get them unpainted as well. He put a few calls in and told me that he cannot get them unpainted (that means just in primer, bare plastic, what have you).
