Adding fog lights to LS

So I bought all the factory parts needed to install fog lights on my car, and everything fit fine, and hooked up correctly, but they still wont turn on. I searched around on the forums and some people are saying I just need a fuse, some are saying the dealer can change the BCM, and another says it cant be done. Anyone get this to work? If so can you please explain it to me?

The fuse should be in the fuse box under the hood. I can't find the link for the page but there was a member that had the BCM reprogrammed. I came to cost about $150 I believe for the dealer to do it. What they have to do is download the program for a 2LT or 2SS non-rs which they charge you for and then also charge you for the labor to reprogram it. Shouldn't take more then about 2 hours to do the whole thing assuming you have the fog lamp assemblies and lamps, bezels, harness, and switched hooked up correctly. I searched for a good week in order to find it the first time. I do have a question for you. When you put in the harness did you have to soder it in or was it plug and play?
