2011 emission problem

I have a friend whose daughter has a 2001 V6 that is usually only driven a few miles a week. She is disabled and just drives to and from her dialysis treatments or to the pharmacy for meds. Total mileage is only 1,900 miles.

Here in Texas a yearly emission inspection is required. The car would not pass it last week (I don't have the specific problem yet) and the inspection place told her that due to the limited number of miles on it and low speed it is driven that the computer hasn't recorded any failure data. I have recommended he contact the selling dealers Servuce Department Manager to discuss the problem with him. But, in the meantime I told him I would ask on this forum if others have had or heard of a similar problem on a low mileage car.
