I'm thinking it's a miniature, if you want a good example if any of you have the "League of Extraordinary Gentlemen" in the behind the scenes section, you'll see they used minatures seated in the scale car scenes.

megan is in the shot. it looks off and partially out of proportion due to the fact that the camera is actually taking a picture of the railing, and the camaro is in the background which skews the dimensions of things in the background

I have the Headmasters season (season 4) from the G1 cartoon on DVD. (It essentially replaces the 3 part 'Rebirth' Headmaster storyline we got in the US to end the series. Though OUR Headmaster concept was MUCH better than the Japanese one.) I still need to get seasons 5 and 6 from the Japanese G1.

Are those fingers on the top left corner of that pic?..and it looks weeds or grass growing on the back wall there...weird pic looks like someone put a scale model on a street and photoshopped the rest...but i could be wrong
