It says "not the not catted pipes". That means it's got hi flow cats.
Hi flow cats are still considered "off road". Also, you cannot buy these 950 new. Cheapest I've seen is like 1250 from Maryland speed. Your link from JDP, they sell this set for 1350, not 950...

With that being said, $350-450 off is a pretty fair deal seeing how they only have 6k miles on them.

Well im not sure I've ever heard the term "off road" used with the catted version. The whole concept of a LT header is kinda considered "off road" at least in Californian it is. So when speaking about catted and catless the only term in connection with "off road" is catless. But his grammar leaves us wondering which he really is looking to sell. Maybe some pictures will further explain....

That price is for headers ONLY. Add about $250 for the off road pipes then shipping (which is free if you spent a certain amount). Look if you do not like his price move on, don't debate about it or post negative comments in his for sale post. THAT is a d1ck1sh move. GLWS OP, I think it's a fair price. BTW, everyone questioning terms please know your facts.... Off road connection pipes.. Catted connection pipes.. Both images courtesy of the great JDP website. T.

The drag strip is like sniffing glue, it's cheap, it's a decent buzz, it doesn't last long and they are all the same.
