No, exhaust an intake mods free up the engine making it run more efficiently so you actually save on gas.

Oh yeah, I had it on the day after I received it! I love the sound and will be the only exhaust mod until I had enough saved for a full setup. Until then, sounds beastly enough !

Doing a muffler delete and Maganaflow #11386 is basically the same as the 2.5" Magnaflow Comp Series and also very similar to the SOLO Mach X cat-back. Now....before anyone flames me...yes I know they aren't exactly the same. The Magnaflow and SOLO are going to have a nicer bent pipes but for the price difference I don't think it will be worth it for me. Just my opinion. I'm looking at $250-$275 out the door vs $750 for SOLO or $1,000 or so for the Magnaflow.

The Magnaflow #11386 X-pipe is a resonated one....basically a preforated X-pipe inside a muffler. This is what becomes your muffler. Go to Magnaflows site and take a look at the 2.5" Comp Series cat-back. You'll see the muffler/x-pipe where the factory H-pipe is.
As far as inspection....most the guys I've seen at the local Jiffy Lube are like 17 or 18 yrs old. I've never had them look under the car. Several years back I had a '95 Cobra with shorties, off-road H-pipe (no cats), and a Flowmaster exhaust. It was pretty loud but never did they look under the car to see if it had cats nor question me about anything. Point being is that unless it's just completly obvious you'll probably never be questioned and even if you are...the #11386 is your muffler. BTW: I haven't really said this in my previous posts but mine will be an LS3 and I plan to remove my resonators when the x-pipe is put into place. Again...just mimicking the Magnaflow Comp and SOLO cat-back.
